The allegation that a staff member grabbed a child by the arm, using prohibited discipline with a child is more likely than not, valid because during the onsite interview with the assistant director, the assistant director said she observed the marks on the child's arm and said the marks looked like finger marks and told the referent if she observed the staff member grab the child to call in the incident.
